1. Who are the stakeholders involved in safety?

Introduced into the ADR in 2005 in the wake of the September 11, 2001 attacks and the AZF accident in Toulouse, chapter § 1.10 on security lists the mandatory security requirements to be implemented. In the field of dangerous goods transport, "security" refers to the measures or precautions to be taken to minimize the theft or improper use of dangerous goods that could endanger people, property or the environment.
