4. Understanding the authorization process and the players involved

The complete authorization process comprises several phases covering :

  • firstly, identification of the substances concerned (phases 1 to 3);

  • the application and authorization stage (phases 4 and 5).

4.1 Phase 1: SVHC identification

SVHC are identified on the basis of the hazard criteria described above. The identification dossier (known as the Annex XV-SVHC dossier, in accordance with the format proposed in Annex XV of REACh) is produced either by a Member State, or by ECHA at the request of the European Commission. ECHA keeps an up-to-date register of member states' and Commission's intentions in this respect.
