1. Regulation – From mistrust to strict oversight

Until the early 1980s, the aim of the various regulatory texts was to limit individual sanitation to a temporary solution pending connection to the sewer system, or as an exception when the latter was impossible.

1.1 1980s

A regulatory overhaul took place starting in 1980. This technical approach is, in fact, unavoidable, as individual sanitation systems cover a considerable portion of the population. In 1984, the Department of Agriculture estimated that 30% of the population in rural communities, or approximately 9 million people at the time, used this sanitation technique.

Furthermore, the development of individual housing in suburban areas could only be achieved if sanitation systems were not too expensive.
