2.1 Domestic needs
These are the needs of households, to which must be added those of the collective organizations necessary to the life of the agglomerations and those of the associated micro-economic fabric (shops, offices, crafts, etc.).
These needs are determined by two factors:
population to be served (medium-term) ;
per capita requirements.
