4. Conclusion

The three recommendations outlined above cannot, on their own, guarantee better project economics. They are not recipes that can simply be applied to achieve better results in the use of resources. Certainly, many professionals look forward to ready-made solutions.

In fact, what we are proposing is a series of generic principles that will condition a more attentive approach to the new challenges facing society. They are necessary pre-requisites whose respect will lead to results strongly correlated to the ingenuity of those who implement them. What's more, each of them is strongly conditioned by the other two.

Eventually, it will be essential to integrate all the players involved in the response to a program, but this presupposes that they adopt a new way of working. Grouping together is not enough to improve communication. Cooperation is...
