6. Provider training
The complexity of the operations required to operate a network, and their impact on distribution quality and on the safety of operators and the public, require very careful training and monitoring.
The system is based on specific training cycles and on the principle of accreditation.
Training in each profession is given when the employee takes up his or her duties; this alone is not enough to authorize the agent to intervene, and must be supplemented by authorization.
A clearance is the employer's recognition of an employee's ability to perform one of the functions listed in the personnel specifications booklet, and to carry out operations in complete safety for the employee and third parties.
