The laws governing the distribution of these phenomena cannot be reproduced, nor are they bounded.
As a result, it is impossible to determine an "optimum", in the mathematical sense of the term, as we are unable to capture the constraints, even statistically. At most, the constraints we can cover are those "within human memory", and the probability of occurrence of "exceptional" cases is not entirely zero.
