4. Installation

4.1 General regulatory provisions

The law of July 26, 1996 (n 96/659) and its implementing decrees, in particular decree 98-266 of April 2, 1998 on terminal equipment, have significantly modified the Telecommunications Code, and in our case articles L. 32 and L. 34-9 on terminals. Private automatic branch exchange (PABX) systems are now classified as terminals intended for connection to a "network open to the public", and which, "by virtue of their complexity, may interfere with the exchange of control and management information associated with the network, or whose size has an impact on the flow of traffic". They are therefore subject to certain constraints, summarized below.
