5. Electronic communications regulations

5.1 Worldwide regulations

For the sake of efficiency, the various National Telecommunications Regulatory Authorities (NTRAs) are tending to federate at regional level, and are seeking legal (ITU, WTO) or financial (World Bank) support. Among the objectives often put forward by these organizations, the following themes are frequently mentioned:

• SAFETY ;

• promoting free trade;

• the need for small countries to express themselves;

• regional coordination for development ;

• TRAINING ;

• assistance and harmonization of national legal frameworks.
