This phase is crucial, because without it, there's no attack.
The principle is simple: before attacking a company or a government entity, you need to find out about it, and know some of its ins and outs.
This discovery and information-gathering phase is carried out more or less discreetly, more or less intensively, depending on the attackers, their needs and their experience.
As in many fields, rigorous preparation is the key to success.
