4.1 Pay special attention to VTRs

VTRs must protect the population from health risks resulting from accidental or fugitive emissions of chemicals. In the absence of VTRs defined in a country, the most relevant VTRs based on potential exposure risks, as defined by other international agencies, must be applied.
