3. What impact do authorities have on VTRs?

In France, acute toxicity thresholds are defined by the Ministry of Ecology, Sustainable Development, and the Environment (MEDDE) following work carried out by a specialized commission led by INERIS. They can be used in the event of an industrial accident, but also to define risk areas around industrial facilities.

In the absence of French values, international values may be used (INERIS 2009).
