1. Determining your regulatory obligations: what questions should you ask?
You must first establish the area of your business activity that leads you to place a substance on the European market on its own, in a mixture or in an article.
It should be noted that all imports of products into the European Community are treated as if they had been placed on the Community market, and that the REACh regulation is one of the few texts dealing with chemical safety applicable from the manufacturing stage onwards.
The three questions you need to ask yourself to find out if you are subject to regulations specific to chemical safety are as follows:
Do the chemicals present in the goods placed on the market have the "right to exist" on Community territory?
Is the target market for the goods made available subject to one or more chemical safety...
