The REACh regulation created authorization as a new Community risk management tool for substances of very high concern (SVHC). Once listed in Annex XIV, these substances cannot be marketed or used after their expiry date, unless a specific authorization is granted. They are intended to be replaced by a less hazardous substance or an alternative technology. If substitution is not available or economically acceptable, a specific authorization may be issued subject to conditions.
