2. What are the general safety measures to be implemented?
Unlike safety, where the various parties involved are bound by an obligation of result, safety requirements are more the result of an obligation of means, insofar as no party involved could, for example, put his or her life at risk to counter an attempted malicious act.
However, we can reasonably aim for the following objectives:
prevent dangerous goods from being easily stolen;
identify and assess the most critical situations, and take measures to reduce the corresponding risks;
identify and report suspicious individual behavior as early as possible.
