4. What specific measures can be identified in a safety plan?

4.1 Drawing up a safety plan

The process for drawing up a safety plan involves :

  • identify the dangerous goods concerned and their sensitivity (is the material readily available by lawful means? what level of hazard does the material represent? is it easy to transform the material into a product presenting a significant hazard? is the material easy to store, break down and use? etc.);

  • identify the routes, locations and successive modes of storage of the material, and their respective vulnerability (are they full or split loads? regular or one-off shipments? are the manufacturing, loading and unloading sites easily accessible? are the containers easily transportable, or can they easily be destroyed remotely?...
