2. Understanding the significance of recommendation listing and its impact on the market

The recommendation is the second stage in the authorization procedure (see Understanding and anticipating the principle of authorization, how it works and the substances concerned [FIC 0156] ). It follows the SVHC identification of hazardous substances and precedes their inclusion in Annex XIV. It identifies priority substances on the candidate list that merit authorization.
