3. What technical requirements must equipment and vehicles meet before they can be used to transport hazardous materials in bulk?
Before a piece of equipment or a vehicle can be used to transport dangerous goods in "bulk", it must be approved by an inspection body and/or the administration representing the authority in the country of construction. In France, the competent authorities are the DREALs, representing the Ministry of Transport. A tripartite agreement, defining the division of roles between manufacturer, organization and administration, may be made compulsory by the authority of the country of construction, as is the case in France.
These vehicles also bear a manufacturer's plate indicating their technical approval specifications, and are accompanied by a number of documents (approval certificate, test report, etc.) which must be presented during use.
