5. Anticipating changes in the CLP regulation

CLP regulations can evolve in two main areas.

  • Changes in classification and labeling rules: at international level, the GHS is revised every two years. European CLP regulations will therefore have to be regularly amended to incorporate these revisions.

  • Changes to harmonized classifications: as discussions progress in the European expert committee, new substances may be harmonized and existing harmonized classifications revised in the light of new information.

Amendments to the CLP regulation take the form of successive Adaptation to Technical Progress (ATP) regulations, which modify the initial regulation. For example, ATP No. 2 was published on March 10, 2011 (Regulation 286/2011) and ATP No. 9 was published on July 19, 2016 (Regulation 2016/1179).
