7. All these players are getting ready

Philippe Essig, in the report entitled "National debate on industrial risks" which he submitted to the Prime Minister in January 2002 following the Toulouse accident, wrote :

" ... We lack a real safety culture in France", and developing it requires "an ethical obligation to look at problems in all their dimensions: scientific, economic, managerial, administrative, sociological, societal, social..." [15] .

The proposals contained in this report have been widely taken up in the laws and decrees mentioned above, and translated into training obligations and incentives, both in terms of risk and crisis management.
