5.1 Its foundation: one principle

Article 2 of the Declaration of the Rights of Man and of the Citizen (1789) reproduced in article 8 of the Constitution of 1793:

" ... The purpose of every political association is the preservation of the natural and imprescriptible rights of man. These rights are liberty, property, security and resistance to oppression...

Security consists in the protection afforded by society to each of its members for the preservation of his person, rights and property (...) Public relief is a sacred debt.
