4. Confronting and managing crises – overcoming them – with partners who make their mark

First and foremost, we need to combat this massive disorganization. But, above all, we must try to interrupt the chain of aggravations that these disorders engender, and think about laying the foundations for fruitful reconstruction.

You might think of it in chronological order. From a distance, in hindsight, that's what we like to say. Not so for those sucked into such a maelstrom. We can see this in the example of the New Orleans floods. From the very first days, when the survival of a considerable number of people was still at stake in a submerged city, we could observe through the testimonies that reached us, that regulations were being initiated in all fields: technical, scientific, social, legal, political... It was clear that they would have to be sustained for a long time to come, and people were already showing that they were thinking about a reconstruction...
