Due to lack of time, I was unable to find any formal proof of non-compliance with a procedure. Can I still report a non-conformity?
Doubt benefits the auditee. If you don't have enough facts to justify a non-conformity, don't do it. A non-conformity can only be justified if you have a factual finding that a requirement has not been met. If you don't have enough evidence, then you don't know whether there's a non-conformity or not.
