9. Glossary

Major accident

Event such as a major emission, fire or explosion resulting from uncontrolled developments occurring during the operation of an establishment covered by this Directive, entailing a serious immediate or delayed danger to human health inside or outside the establishment and/or to the environment, and involving one or more dangerous substances.

Danger

The intrinsic property of a hazardous substance or physical situation that it can cause damage to human health and/or the environment.

Establishment

The entire area under the control of an operator where hazardous substances are present in one or more facilities, including common or related infrastructures or activities.
