What's the difference between danger and risk?

A hazard is the intrinsic property of a substance or physical situation to cause damage to human health and/or the environment. A risk is the probability of a specific effect occurring in a given period or under given circumstances.

How do I determine how to build up my ED "in relation to the importance of the risks"?
