1. Identify interactions and "duels" between regulations

The legislation governing classified installations is based on an integrated approach, meaning that a single authorization is issued to regulate all the environmental aspects concerned: accidental risk, waste, discharges into water, air, waste, soil, etc. A single administrative authority is also responsible for applying this legislation: the Prefect of the département, who relies on the Classified Installations Inspectorate. This coverage of all environmental issues by classified installations does not preclude interactions with specific rules from other regulations, which may be added to and place further constraints on the ICPE operator. Here, we focus on each of these regulatory interactions by comparing the following regulations with the legislation governing classified installations: water, air, risks, waste, town planning, and health and safety at work.
