1. Identify the roles of the various players involved in a PPRT project

Several players are involved in drawing up and implementing a PPRT.

1.1 The State

The departmental prefect (police prefect in Paris) is responsible for drawing up the PPRT. In 2003, the legislator set July 31, 2008 as the deadline for drawing up PPRTs in France. In practice, however, the government has fallen well behind schedule, and this deadline has not been met. As of May 21, 2014, 299 PPRTs had been approved out of the 407 planned ( see liste des PPRT approuvés ).

The PPRT is drawn up in association with the operator of the site at risk.
