5. Our advice
5.1 Distinguish between the action of the SPPPI or S3PI and the action of the State
SPPPIs and S3PIs are often mistakenly regarded as State structures, insofar as they are created by the prefectoral authority and often chaired by the latter. However, they are collegial structures, in which the active participation of various groups, including industrialists, enables the setting of collectively-determined objectives, independently of government action alone.
