5.1 Key players

Institutional partners, apart from their regalian or financial role, are essential to the technical validity of projects and must be approached as early as possible in the studies:

• the Val-d'Oise Departmental Directorate for Territorial Affairs (DDT95) handled the administrative procedures relating to the environmental code in the context of water policing;

• The French Biodiversity Agency (AFB), formerly known as ONEMA, was also involved in the Vignois project, providing expertise on the geomorphology of the watercourse, in close collaboration with the DDT95 and the Seine-Normandie water agency;
