1.1 Tougher environmental regulations

Developed since the 1970s, environmental regulation is intensifying in industrialized countries. A report presented to the Senate in 2004 by the Delegation for Planning emphasized that, with the exception of a few anecdotal examples, "the deepening of globalization over the last few decades has been concomitant with a strengthening of environmental standards in developed countries".
