5. Public works contract(s)
After proposing to the project owner the terms and conditions of the tender, the prime contractor's main task is to draw up the tender documents (DCE) and assist the project owner in awarding the works contract(s).
5.1 Assistance in awarding works contracts (ACT element)
The DCE is made up of the administrative and technical documents stipulated in the contract. Pursuant to article 13 of the French Public Procurement Code, the contracting authority may decide whether or not to refer to the general administrative clauses (CCAG travaux) and the general technical clauses (CCTG travaux).
