1.1 European context

Since July 16, 2007, Directive 99/31/EC of April 26, 1999 has prohibited the landfilling of used tires. Tires are not considered as final waste, as they have a high potential for recovery, either as a raw material or as an alternative fuel.

However, there are no specific European regulations governing the organization of used tire collection and recovery operations.

Each European country is therefore free to set up the organization of its choice. As illustrated in figure 1 , three types of organization coexist in Europe:
