ABSTRACT

Purchases must comply with the requirements of the standard ISO/CEI 17025 and, evidently, fall within a continuous improvement process. The ultimate aim of the Purchase policy, is to define clear strategies, requirements and objectives in terms of purchases and notably critical purchases such as that of equipment and calibrations. This inevitably leads to the drafting and implementation of procedures concerning, amongst others, the identification of needs, reception of purchases and evaluation of suppliers.

 INTRODUCTION

Purchasing and ISO 17025

Since 1999, accredited laboratories have had to meet the requirements of ISO/CEI 17025.

The second edition of the standard in 2005 introduces no changes to the original paragraph: 4.6 "Purchases of services and supplies".

Very concise, this paragraph appeals to common sense and to a process of continuous improvement of Purchasing performance. Further details on the application of this paragraph can be found in Cofrac (French Accreditation Committee) documents: LAB REF 02 (2005) and accreditation programs (table 1 ).

4.6 – Note: the term "supply" includes equipment. For the purchase of equipment, the requirements of this paragraph (ISO 17025 § 4.6) are supplemented by those of paragraphs 5.5 and 5.6, which provide information on the specific provisions to be implemented for defining the need, commissioning conditions, connection and maintenance of laboratory equipment.

4.6.2 – Note: a product that complies with a normative specification enables the laboratory to meet the requirement.

4.6.4 – Note: to evaluate its suppliers, the laboratory can evaluate the satisfaction of previous orders and keep records of this evaluation.
