It should be noted that, at the same time, REACH has "catalyzed" broader reflection, particularly of a societal nature. It should be remembered that, prior to the introduction of the regulation, States were responsible for defining high-risk products, and it is estimated that, for 86% of substances placed on the market, information on risks to human health and the environment was insufficient. A profound change in culture is now taking place, based on the premise that "no data = no market", and that the burden of demonstrating the safety of products put on sale falls on the marketer (producer or importer); furthermore, the regulation stipulates that information must be provided throughout the chain, from producer to consumer. Civil society will find itself obliged to accept a slightly higher cost for products that are guaranteed to be healthier, but will also be obliged to make judgments...
