ABSTRACT

Adopted at the 1992 Earth Summit in Rio, "Agenda 21" is a program of action for sustainable development, established for the twenty-first century and destined for communities and territories. More than a simple tool for sustainable development, it is a true local strategy which implies commitment to continuous improvement and enables communities to provide relevant and innovative actions in order to meet the challenges of sustainable development. A lasting element of public policies, it applies to a whole territory or a pre-defined part of the territory, depending on the objectives and available means.
