7. PPI

As mentioned above, the departmental prefecture is responsible for the special intervention plan – and for drawing up the paper plan –. It is one of the components of the departmental ORSEC plan. The purpose of the PPI is to implement the guidelines of the civil protection policy in terms of mobilization of resources, information and warning, exercises and training, in order to ensure the protection of people, the environment and property in the vicinity of the industrial site.

7.1 General comments

While the Prefect is responsible for drawing up the PPI, the manufacturer is logically involved in the process, since he is responsible for the facilities concerned and has full knowledge of the hazards and risks associated with the industrial site.
