Model by-law

A simple document with no legal force, issued by the Minister for Ecology and intended for prefects. The provisions of each standard order are implemented and made enforceable against third parties in each département by prefectoral orders laying down general requirements. These "general prescriptions" are issued after consultation with the departmental council for the environment and health and technological risks (CoDERST), and apply at departmental level to all facilities under the same heading. They automatically apply to all new facilities or those subject to a new declaration (article L. 512-9 of Code de l’environnement ).
