To be acceptable, a public decision must ensure the preservation of a healthy environment for current and future generations, which should be achieved through compliance with regulations, but it must also have democratic legitimacy if it is to be accepted, which should be possible through compliance with a recognized consultation process, deployed from the preliminary studies right through to the final decision.
