2. Public mobility policies and regulations

Public policies are necessary to respond to society's needs and problems. These needs must first be identified and measured. However, without strong awareness, no public policy will ever see the light of day. As Albert Einstein once said: "No problem can be solved without changing the level of consciousness that gave rise to it".

2.1 International awareness

International awareness of alternative transport began in 1992, at the Rio Earth Summit, whose conclusions called for a "next deal" in public transport to reduce emissions from private vehicles, find a remedy for urban congestion and tackle the growing health problems linked to the deterioration of air quality in major urban centers.
