2. Identify obligations and responsibilities vis-à-vis the administration (administrative liability)

2.1 Principle

The operator must always be able to demonstrate that he is complying with technical operating specifications and is not creating irreversible environmental or safety consequences. These obligations apply to :

  • during the life of the installation;

  • at the time of transfer;

  • at the end of the installation's life (obligation to restore);

  • after its definitive cessation (monitoring obligation if necessary).
