5. Conclusion
The implementation of public information and participation obligations relating to ICPEs is essentially the responsibility of the public authorities, and in particular the prefectoral authority and its departments. Obligations have gradually been imposed on ICPE project developers and operators in order to improve the operation of these systems and ensure effective public participation. The desired outcome is not only public access to environmental data relating to ICPE activities, but also public discussion of the operating conditions for this type of facility.
The extent and scope of these obligations have been regularly reinforced by the French Parliament, to better guarantee the public's right to be informed and involved in the environmental decision-making process.
