Is it an offence not to declare a significant change in operating conditions to the prefect?
Yes. Failure to declare changes to installations subject to declaration, registration or authorization is punishable by a 5th class fine (1,500.00 euros, 3,000.00 euros in the event of a repeat offence) (article R. 514-4 of Code de l’environnement ).
