4. Conclusion

The public inquiry is the main means given to all citizens, not only to be informed but also to influence a project before a decision is taken.

Since the creation of the first commodo et incommodo inquiries, we have seen that successive changes in regulations, notably from 1983 onwards, have strengthened the role of the investigating commissioner, particularly in terms of his independence and efficiency, becoming the guarantor of the objective pursued.
