Public Establishment for Intercommunal Cooperation (EPCI)

A legal entity governed by public law that brings together local authorities and has their powers transferred to it: for example, wastewater treatment.

Unilateral (administrative act)

As opposed to an act that emanates from the will of two signatory parties, such as a contract, a unilateral administrative act emanates from the will of a single person, in this case the mayor in his capacity as the competent administrative authority in the field of sanitation.
