1. When should you create a CSS?

A CSS is created by the prefectural authority (Articles L. 125-1, L. 125-2-1, and R. 125-5 of the French General Social Security Code ( Code de l’environnement) . This creation occurs in the following cases:

  • if your facility is classified under the authorization with easements regime, at the initiative of the departmental prefect, the operator, local authorities, or local residents (see Distinguishing between the concepts of easement, low threshold, and high threshold
