Do you have to bear the cost of periodic inspections?

Yes, the cost of the inspection visit is borne by the operator.

Can the approved body in charge of periodic inspection issue a report in the event of non-compliance?

No, the inspection body has no police powers and is not sworn in, unlike the inspector in charge of ICPE inspections; it cannot therefore issue official reports or propose administrative sanctions to the departmental prefect.
