2. Identify the categories of legal rules

2.1 Constitutional rules

Constitutional rules form the bloc de constitutionnalité. These include the Constitution of October 4, 1958, the founding text of the Fifth Republic, the Declaration of the Rights of Man and of the Citizen of 1789, and the Charter of the Environment of 2004 (see Legifrance under "Droit français" then "Constitution").

Under French law, no legal rule can be contrary to constitutional rules.

The Conseil constitutionnel is responsible for checking that legislative rules comply with constitutional rules. If it concludes that one of these rules is unconstitutional, it disappears from French law. For example, in a
