Prefectoral decree

Administrative act concerning an enforceable decision of general or individual scope issued by the prefect, imposing the execution of a certain number of prescriptions.

Administrative circular

Written document sent by an administrative authority (minister or head of department) to its subordinates, informing them of the interpretation to be adopted of a particular law or regulation (decree, order) and how to apply it in practice. A circular is not, in principle, a decision. It is a non-binding recommendation.

Operator

Individual or legal entity holding (or applying for) an authorization to operate. A person submitting an application for authorization to operate (DAE) is also commonly referred to as a petitioner.
