3. International legal framework
In this international context, a legal framework has begun to emerge to clarify the rights and duties of countries bordering transboundary water resources.
3.1 Origins of international water law
Originally, international water law focused almost exclusively on a sectoral economic approach (navigation, hydropower and irrigation) and on two aspects in particular :
