2. Cost recovery
Analysis of the degree of recovery of the costs of services linked to water use by the various users meets a transparency requirement demanded by the WFD.
In order to carry out this analysis, it is necessary to define :
which users are concerned by this analysis?
which costs are taken into account?
which departments are affected?
how are these costs covered?
2.1 Users concerned by cost recovery
At the very least, the directive calls for a distinction to be made between the three main user categories of households, agriculture and industry.
